The flower growing model has been implemented by local authorities and people Tho Binh Commune for many years. To date, 10 out of 10 hamlets in the commune have expanded flower streets.

On the first Sunday and the 15th of every month, local people in the all hamlets voluntarily participate in cleaning roads and taking care of flower streets. Therefore, flowers are blooming along two sides of roads, attracting a lot of visitors.

In addition to the flower routes in the inter-village roads, many familys have proactively planted flowers in the streets and alleys near their house. The flower street model has become a strong movement and really spread to each village, hamlet and households. This is considered a solution to raise people's awareness about caring for and protecting the environment as well as implementing the campaign: “family with five NOs and three CLEANs” (Five NOs: no poverty, no criminal offence and social evil, no domestic violence, no third child, and no malnourished children and dropouts, three CLEANs: clean home, clean kitchen, and clean street).
