- By 2030: at least 46.8% of children of kindergarten age and 99.9% of children of preschool age in disadvantaged areas will have access to preschool education institutions.
2. Teachers:
- By 2025: Fostering 78.9% of teachers who know how to use children's mother tongue
- By 2030: Fostering 82.8% of teachers who know how to use children's mother tongue; strive to ensure the quota of teachers per group and class according to regulations
3. Preschool educational institutions
By 2030: strive to eliminate 100% of temporary classrooms

- Improving mechanisms and policies to develop preschool education in disadvantaged areas
- Completing the planning of the school network; promoting investment in facilities for preschool education in disadvantaged areas
