Comrade Hong inspected the trial operation of the newly established commune-level apparatus in Minh Quang Commune.
Currently, the streamlining of the administrative apparatus, the reorganization of administrative units at all levels, and the development of a two-tier local government model have been implemented in line with the directives of the Central Committee, the Politburo, and the Secretariat, ensuring timely and proper progress.
To prepare for the official operation of the newly merged communes, the District Party Committee and the District People’s Committee have urgently instructed specialized agencies to ensure adequate infrastructure and pilot the new commune-level government model, which is scheduled to be launched on July 1. Relevant units have also expedited the implementation of plans related to finance, public investment, record management, and organizational structure.
Deputy Secretary of the Provincial Party Committee Ma The Hong highly commended the preparations for operating the new commune-level administrative apparatus, particularly in terms of personnel arrangement, staff assignment, and infrastructure. He emphasized that this is a challenging, unprecedented task, requiring Party members and civil servants to uphold solidarity and unity, demonstrate the highest level of political determination, and take proactive measures to ensure the effective implementation of assigned duties.
He emphasized that during the implementation process, it is essential to promptly address emerging challenges, assign personnel based on their qualifications, capabilities, and strengths, and prepare plans for workplace arrangements, infrastructure, and equipment to ensure the effective management and operation of the new administrative apparatus. The ultimate goal is to enhance efficiency, ensure effectiveness, and deliver better public services for both citizens and the business community.
The comrade requested that officials thoroughly understand the local situation and effectively carry out ideological work among staff, Party members, and the local population, ensuring that no areas or sectors are left unattended. Immediately following the announcement of the establishment of the new communes, the newly formed apparatus must be put into operation without delay, in accordance with the directions and guidance of the Central Government and the province. Tasks must not be postponed, interrupted, or neglected, with a strong focus on providing the best possible service for all administrative needs of the people.
He also emphasized that localities must pay close attention to record-keeping and the handover of archival documents, ensuring strict adherence to procedures and preventing any loss, misappropriation, or destruction of records. Localities must ensure the smooth and effective operation of the new government model from July 1, 2025.
