Accordingly, Regulation 114 adds a number of acts in covering up, aiding in soliciting for office and power. That is "cheating age, working seniority, emulation title, commendation, degree, assignment, appointment, candidate introduction, appointment, mobilization, rotation, secondment, promotion to get the purpose of meeting the criteria and conditions, obtaining positions and benefits".

Regulation 114 also adds a number of other negative acts, including “faking, falsifying records and documents to be considered and implemented regulations, processes, regulations and decisions on work cadres", as well as taking advantage of the mass media and social networks to spread untrue information, etc.

Notably, Regulation 114 clearly states that it is not possible to arrange people with family relationships to hold relevant positions at the same time.
