Previously, on August 12, the Politburo issued Conclusion No. 91-KL/TW to continue implementing Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration".
One of the contents of interest is to strongly innovate the mechanism and policies for discovering, recruiting, using, fostering, rewarding and promoting talents working in the education sector; implementing the policy that teachers' salaries are given the highest priority in the administrative and career salary scale system and have additional allowances depending on the nature of the work and by region.
In fact, teachers' salaries have improved significantly. However, compared to fluctuations in prices of goods and services and socio-economic development, teachers' salaries have not kept pace. In some localities across the country, some teachers have had to quit their jobs or switch to other jobs due to difficult living conditions. The Politburo's conclusion also requires developing, improving the quality, and standardizing the team of teachers and educational managers at all levels; ensuring a sufficient number of teachers according to prescribed norms. Sectors and localities study mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally resolve the situation of local surplus and shortage of teachers and improve the quality of education for disadvantaged areas; promote democracy, respect creative freedom, academic expertise, and promote ethics and responsibility of teachers. Continue to innovate management mechanisms, ensure adequate facilities and financial resources for education and training development; ensure that the state budget for education and training accounts for at least 20% of the total state budget expenditure as set out in Resolution No. 29-NQ/TW. At the same time, promptly adjust the state budget expenditure for education and training to match the growth of the economy.
The highest priority for teachers' salaries is a correct and timely policy of the Party and the State. Such attention to the education career, specifically improving the lives of teachers, will help teachers wholeheartedly devote themselves to the work of educating people and is also the expectation of the teaching staff who want to make a living from their own profession.
