In order to effectively implement the viewpoints and directions of the Party and the Government on fundamental and comprehensive innovation in education and training, the Education sector has identified the theme of the 2024-2025 school year as "Innovation, quality improvement, solidarity and discipline".
The sector has implemented 12 key tasks and solutions. In particular, continuing to perfect institutions, improving the effectiveness and efficiency of state management of education. Prioritize resources to complete the development of the Law on Teachers and the National Assembly's Resolutions on universalizing preschool education for preschool children from 3 to 5 years old and innovating the preschool education program, etc.
Notably, in the 12 key tasks of the new school year, the Education sector has emphasized the task of ensuring fairness in access to education for all subjects, including paying attention to ethnic minorities, people living in mountainous areas, areas with particularly difficult socio-economic conditions, coastal areas, islands, orphans, homeless children, people with disabilities, people from poor households, near-poor households, etc.
The Ministry of Education and Training has also requested localities to implement policies on tuition exemption and reduction, support for learning costs and support for tuition fees in accordance with the provisions of Decree 81/2021/ND-CP. From the 2024-2025 school year, 5-year-old preschool children will be exempted from tuition fees (from September 1, 2024). In the education development policy, our Party always identifies social equity in education development in general and social equity in education development in ethnic minority areas as an important and urgent goal. Therefore, the Party and the State have issued a system of guidelines, policies and strategies to achieve this goal, thereby promptly supporting and investing in education development and creating equal opportunities in enjoying education development policies for the majority of people in ethnic minority areas.
