Before 1976, Vietnam had 38 provinces and cities. After many separations and mergers, the number of provinces and cities increased to 63. Historically, the separation and merger of localities helped facilitate administrative management and build more specific policies for socio-economic development.
However, currently, along with the completion of the transport infrastructure system, the merger of provinces and cities is a necessary requirement, a correct policy to improve the effectiveness and efficiency of state management, better utilize local resources, streamline the administrative apparatus, and allocate budget for development investment and social security. In the long term, this will also facilitate national security and defense as well as the development of economic spaces.
Information about the streamlining and reorganization process is published regularly and continuously in the mass media, creating conditions for people to grasp and participate in their opinions.
Large-scale administrative reform inevitably causes disruption. But once this generation makes an effort to overcome the instability, the next generation will enjoy good results.
