Develop regulations on professional referrals in medical examination and treatment in accordance with the provisions of the Law on Medical Examination and Treatment to ensure effective implementation of the policy of developing grassroots healthcare and primary health care. Promote the combination of military and civil medicine, linking grassroots health with school health, improving medical capacity in difficult areas, borders and islands. Synchronously deploy information technology systems in grassroots medical operations; promoting digital transformation, etc.
