According to the Government's assessment report, the shortcomings and limitations in administrative procedure reform are that some legal documents are still overlapping and contradictory; the authority to receive and resolve some procedures still goes through many levels and intermediate stages; internal procedures within each ministry, agency, locality and between state administrative agencies are still complicated; in some agencies, units and localities, especially at the grassroots level, there are still harassment and negativity; the reception and resolution of administrative procedures are mainly done by traditional methods of paper documents, according to administrative boundaries.
In addition to causes such as unsynchronized technology infrastructure, responsibility of public servants, there is also the habit of working in traditional ways, not keeping up with advances in science, technology and engineering. Changing habits must start with awareness. Applying new technology in all fields, including administrative procedure reform, is a mandatory requirement. Administrative procedures cannot be a barrier to production and business activities of enterprises and people's lives.
