At the provincial level, Tuyen Quang province and Ha Giang province merged to become Tuyen Quang province. Currently, the province is urgently and actively directing all levels, sectors and localities to collect public opinions to ensure the set schedule, especially during the implementation process, not affecting the work of serving people and businesses.

In order to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, from July 1, 2025, district-level administrative units across the country will officially end their operations. This is an important step in reorganizing the government apparatus in a streamlined and effective manner. According to the new policy, the local government organization model will be shifted to two levels: provincial level and commune level, instead of three levels as at present.

Implementing the direction of the Central Government, the Provincial Steering Committee for the arrangement of commune-level administrative units has urgently, seriously and responsibly completed the plan for the arrangement of commune-level administrative units in the province. According to the plan proposed by the Central Government, for the commune level, Tuyen Quang province has developed a plan to implement the arrangement of 137 current communes, wards and towns to establish 51 new commune-level administrative units (including 46 communes and 5 wards), reducing 86 commune-level administrative units (a reduction rate of 62.77%).

Localities in the province have also urgently completed the work of collecting voters' opinions on the plan for the arrangement of commune-level administrative units on April 20, ensuring publicity, democracy, transparency and compliance with legal regulations. According to initial records, the collection of people's opinions took place smoothly, seriously and on schedule. The general spirit of the people is consensus and high support for the arrangement plans, showing confidence in the leadership of the Party and the State and expectations for a new step of development after the merger.

After completing the consultation with voters, based on the report of the People's Committee at the commune level, the People's Committee at the district level will submit to the People's Council at the same level for consideration and voting on the policy of merging administrative units of Tuyen Quang province and Ha Giang province, the policy of arranging administrative units at the commune level in the area; report to the Provincial People's Committee (through the Department of Home Affairs) the results of the meetings of the People's Councils at the district and commune levels, no later than April 24, 2025.

With a scientific, urgent, serious, responsible and regulated approach, the policy of rearranging administrative units has received high consensus and unity in the entire political system, especially the consensus and support of voters and people. We believe that, after the reorganization and streamlining of the organizational apparatus, together with the whole country, Tuyen Quang province will enter a new era - the era of national growth with many innovations, creativity and new successes.
