Accelerating the deployment of electronic medical records

TQO - Implementing Directive No. 07/CT-TTg on promoting the implementation of the project to develop applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030, the Prime Minister assigned the Ministry of Health to direct and urge 100% of hospitals nationwide to deploy electronic medical records.

At the same time, connect data between district and provincial hospitals of localities with hospitals under the Ministry of Health, take advantage of connected and interconnected data to reduce testing for people, to be completed in September 2025.

According to the report of the health sector, currently 71% of medical examination and treatment facilities have applied electronic payment, of which, through direct connection to banks 31.4%, through the national public service portal 10.5%, other forms 15.4%. Hospitals have connected their hospital information management software (HIS) with the Vietnam Social Security Agency at 100%.

However, currently, only 153/1,500 public and private medical examination and treatment facilities nationwide have announced the successful implementation of electronic medical records. In order for hospitals nationwide to complete this task by September 30, the health sector needs to continue to pay more attention and direct more strongly the digital transformation work in the health sector in general and the implementation of electronic medical records in particular. In particular, it is necessary to pay special attention to the synchronous implementation of platforms, application systems and specialized databases as a foundation to promote the application of electronic medical records. This is a practical solution and a driving force for the health sector to be ready to deploy electronic medical records in a mass manner.

In addition, it is necessary to continue to develop and perfect mechanisms, policies, legal documents, and professional documents guiding the digital transformation of healthcare in general and the implementation of electronic medical records in particular. Strengthen the coordination between state health management agencies with professional associations, businesses, and localities to create a unified and effective implementation of electronic medical records nationwide.
