The plan of the National Committee on Digital Transformation in 2023, issued in early April, sets the target of 100% of ministries, branches and localities to issue a list of databases under their management and implementing activities to improve the quality and efficiency of online public service; 100% results of administrative procedures are digitized; 50% of administrative procedures records are done online remotely; over 90% of small and medium enterprises have access to try digital transformation platforms, over 30% of small and medium enterprises regularly use digital conversion platforms, etc.
Percentage of mobile phone subscribers using digital transformation platforms smartphone usage over 80%; the percentage of households with broadband fiber optic Internet access is over 85%; percentage of adult population with e-identification accounts over 30%.
Especially, people aged 15 years and over who have payment transaction accounts at banks or other authorized organizations reach over 75%. The percentage of the adult population using a telemedicine consultation support platform is over 30% and over 80% of the population has electronic health records.
The communication and instruction people to perform online public services are also promoted by localities. The popularization of smart mobile phones for people, especially in remote and isolated areas, is one of the key tasks of localities in implementing digital transformation.
