In particular, cadres, civil servants, public employees, and party members are not allowed to attend festivals during working hours, and are not allowed to use public vehicles or state budget to participate in festivals, except in cases of performing assigned tasks; absolutely do not organize and participate in widespread and wasteful festivals; especially taking advantage of it to influence and practice superstition, etc.

In order for the festival to be truly joyful and healthy, in addition to the management, propaganda and mobilization responsibilities of the authorities, local authorities and festival organizers, it is important to raise awareness among participants with the sense of self-consciousness in implementing a civilized lifestyle and general regulations at the festival. In addition to not allowing activities that take advantage of the festival to practice superstition, festival attendees need to correctly understand the meaning and spiritual rituals in the festivals they participate in, to avoid getting caught up in superstitious activities and being taken advantage of by bad guys; comply with regulations in offering offerings, praying, absolutely do not burn votive paper at festivals, which is both a waste of money and polluting the environment.

On the part of local authorities, management agencies and festival organizing committees, it is necessary to exploit and effectively promote good traditional values, put festival organization into order; regularly inspect and remind festival participants to comply with general regulations, and at the same time have strict penalties and widely announce them to deter those who intentionally violate.
