Basic technical infrastructure meets the needs; national and specialized databases have been promoted to be built and gradually put into operation and use; many public services have been provided online; the digital economy and digital society have both developed positively; the digital skills of civil servants, public employees and people have been improved, etc.
However, there are still some limitations as specified in Directive No. 34 of the Prime Minister issued on September 16, 2024 on the development of digital transformation projects of ministries, branches and localities. That is, in the implementation process, many challenges and shortcomings have been revealed, such as: Leaders of some ministries, branches and localities have not considered digital transformation and digital economic development as key tasks; institutional improvement and administrative procedure reform have progressed slowly; there are still some areas without national grid electricity, leading to difficulties in deploying digital infrastructure; the economic development scale of regions and areas across the country is uneven, especially in localities in ethnic minority and mountainous areas where the rate of poor and near-poor households is still quite high, leading to low ownership of smart devices by people; the connection and sharing of data between state agencies is still limited, not creating much added value; the quality of online public services is still low; the risk of network information insecurity still poses risks and challenges; there has not been appropriate investment in resources, especially in attracting human resources in information technology and network information security.
Each ministry, sector and locality needs to develop a digital transformation project for their ministries, sectors and localities, need to research and find their own breakthroughs, develop a digital transformation project similar to Project 06 and ensure connection with Project 06, focus on directing the completion and success of the implementation from now until the end of 2025. Digital transformation is difficult, requiring high determination and drastic action to be effective.
