Determining that digital transformation starts with people and businesses, taking people and businesses as the center, making people and businesses realize that technology is useful and practical, the District People's Committee promptly issued documents. The directive on building and developing digital government and digital transformation ensures feasibility and is close to the characteristics, situation and development needs of the district. At the same time, establish a district Steering Committee on digital transformation, an assisting group for the district digital transformation steering committee, promulgate operating regulations and direct the People's Committees of communes and towns to establish public digital technology groups.
As a result, the entire district has established 283 community digital technology groups in 100% of villages and residential groups in the area, with 1,500 participating members. The People's Committees of the communes have established a group to manage, operate and support the activities of the local community digital technology group with 182 participating members.
Digital transformation at commune and town levels focuses on all three areas: digital government, digital economy and digital society. With digital government, the district has created conditions to improve the digital infrastructure of units and the internet system to ensure continuous, smooth, stable and safe operations to help officials solve tasks quickly and effectively.
Currently, 100% of officials and civil servants are issued digital signatures and use them regularly; 100% of incoming and outgoing documents are processed and circulated according to regulations, there is no longer a status of unprocessed documents; 100% of commune-level administrative documents and procedures are received and resolved on the electronic one-stop system according to the correct process, through That reduces delays in documents for organizations and citizens.
In developing the digital economy, many localities have now coordinated with the Provincial Post Office to deploy support and guidance for people to participate in e-commerce platforms, deploy 4.0 markets, and join online sales groups on Zalo and Facebook social networks, thereby gradually changing the perception of how to sell, build images and brands for products. Some typical local products such as: king orange, Minh Huong gourd duck, and Yen Phu dragon fruit posted on the e-commerce platform have been designed with additional packaging, labels, traceability stamps, and wordmarks.
Deploying solutions synchronously, Ham Yen's digital transformation is changing positively, meeting the district's development needs.
