With the rapid and strong development of information technology, the fourth industrial revolution, the trend of international integration and practical needs in Vietnam, the Government's issuance of Decree 52/2024/ND-CP on May 15, 2024 regulating non-cash payments ensures transparency, strictness, compliance with the law, resolves practical difficulties, meets the requirements of digital transformation and promotes non-cash payments in the economy; At the same time, it is consistent with the effective date of the Law on Credit Institutions 2024 approved by the National Assembly.
Decree No. 52/2024/ND-CP is an important legal document on the field of non-cash payments, which has a wide impact on many related fields, subjects, organizations and individuals; contributing to creating a basic and solid legal framework for non-cash payment activities, promoting non-cash payments, facilitating digital transformation of the banking sector and developing new, convenient and safe payment products and services at reasonable costs.
Currently, restaurants, cafes, convenience stores, and even traditional markets have been equipped with devices to support online payments and card swiping to save time and costs for both sellers and buyers. Non-cash payments limit the amount of cash circulating in the economy, minimizing social costs. Cashless payment is a safe, modern payment method and an inevitable trend of development.
