- 2025: The rate of poor households in the whole province will decrease by over 3% per year on average.

- Poor households, near-poor households, newly escaped from poverty families, disabled people
- People living in poor districts
- Cooperative groups, cooperatives
- Vocational education institutions, employment service centers
- Officers working in poverty reduction at all levels
- Related businesses and individuals
4. 7 projects:
- Supporting investment in socio-economic infrastructure development in Na Hang and Lam Binh districts:
+ Investing in 61 projects (traffic, schools, culture houses, canals, domestic water, electricity lines)
- Diversifying livelihoods, and developing poverty reduction models:
+ Supporting 50 models, projects
- Supporting production development, and improving nutrition
+ Supporting to improve production capacity of agriculture, forestry and fishery; promoting production linked along the value chain and high technology application.
+ Improving the quality of school meals, nutrition education and care.
- Developing vocational education, sustainable jobs
+ Supporting facilities, equipment, training services
+ Career guidance, start-up support and job creation
+ Supporting workers in Na Hang and Lam Binh districts to work abroad
- Housing support for poor and near-poor households
+ New construction, repair and upgrading of houses for 1,200 households
- Communication and information poverty alleviation
+ Striving for 90% of poor and near-poor households to have access to telecommunications and internet services.
+ 100% of communes with special difficulties have operating radio stations and public information points.
- Capacity building and program monitoring and evaluation
+ Supporting for training to provide knowledge and skills for the team working on poverty reduction.
+ Organizing monitoring and evaluation of the program.
