The deployment of information systems and digital platforms to serve the operations of state agencies in the electronic environment must be closely linked to the administrative reform of state agencies to innovate working methods, direction, and operation based on data; enhance the processing of documents and work records in the electronic environment, improve the performance and efficiency of state agencies, reduce costs and time for processing work.
The Decree also clearly states that the head of a state agency is responsible for carrying out direction and management activities in the electronic environment, based mainly on digital information and data; directing units and individuals under their management authority to carry out advisory activities and handle the entire work process in the electronic environment, except in cases where the law provides otherwise, etc.
This is considered a solution to remove difficulties and obstacles in the process of converting the environment, working methods, and handling administrative procedures from manual and paper-based to the digital environment. Promote administrative procedure reform, associated with digital transformation, serving people and businesses; at the same time, improve the quality and satisfaction level in the implementation of administrative procedures, providing public services, contributing to promoting e-Government, towards digital Government and the digital economy.
