TQO - According to Decree No. 02/2025/ND-CP of the Government on amending and supplementing a number of articles detailing and guiding measures for implementing the Law on Health Insurance, effective from January 1, 2025, there are a number of amended contents, including the referral procedure.

Currently, with this new regulation, the referral certificate is valid for exactly 1 year, from the time of signing the referral certificate.

The list of diseases with a referral certificate valid for 1 year has also been increased to 141 diseases, previously 62 diseases.

After 1 year, the value of the referral certificate expires, the patient's health has been treated stably, the patient can return to the original medical facility for consultation, management, and monitoring of the disease.

62 rare diseases, serious diseases that do not require a referral certificate are still entitled to 100% of the health insurance benefit.

This is a particularly meaningful regulation in improving the quality of medical examination and treatment, so that patients can access and promptly treat a number of diseases that require specialized expertise that basic and initial medical facilities are not qualified to implement. At the same time, it contributes to reducing procedures for transferring medical examination and treatment facilities for patients, reducing costs of moving and transporting patients, reducing costs for households related to medical examination and treatment, and at the same time contributing to the effective use of the Health Insurance Fund.
