However, in this area, access to education and training services is a big challenge. Although 100% of communes in this area have community learning centers, in reality, these centers still face many difficulties. Facilities are still lacking, teaching equipment is outdated and inadequate, leading to low teaching quality.
To address these issues, the Government has approved the Program to improve the capacity and operational efficiency of community learning centers in ethnic minority and mountainous communes by 2030. In implementing the program, in addition to improving the physical conditions and quality of the teaching staff, an indispensable factor to improve the effectiveness of community learning centers is the participation of the community and social organizations. Community learning centers are not only places to provide knowledge but also must be a bridge to help people access career development opportunities and improve their quality of life.
From the support policies of the Government, non-governmental organizations and the community, it is guaranteed that by 2030, the goal of illiterate people will be able to attend quality literacy classes; the elderly and workers will have the opportunity to attend educational programs that meet the needs of learners, update knowledge and skills, and transfer technology in a practical and effective manner; contribute to improving people's knowledge, finding and creating jobs, improving income and quality of life, economic development and social progress for people in this area.
