Lam Binh strives to improve District Competitiveness Index

TQO - Despite not having many advantages in terms of infrastructure, transport and geographic location, Lam Binh district in the northern province of Tuyen Quang always strives to improve its local investment environment by simplifying administrative procedures and prioritising personal and business satisfaction as a focus of its services.

The application of information technology has been implemented at the one-stop shop section in all of Lam Binh’s eight communes, making it easier for organisations and individuals to make contact and deal with administrative procedures. In addition, the district has proactively arranged competent officials to efficiently solve problems.

An official of the Na Hang-Lam Binh Taxation Sub-Department instructs businesses on the administrative procedures publicly listed at the office.

During the 2016-2020 period, Lam Binh has managed to cut the handling time of administrative procedures by at least 30%. Specifically, the district has reduced the tax payment time to less than 119 hours per year; 100% of businesses’ tax declaration dossiers can now be submitted online; and 95% of enterprises currently pay their taxes online. Furthermore, Lam Binh has reduced the social insurance transaction-time to 49 hours, while granting individual house construction permits within only three days as well as appraising technical and economic reports and dossiers within five days.

The district People’s Committee has conducted dialogue with local enterprises to explore any difficulties and obstacles they have faced, thereafter directing agencies and units to make timely amendments with the aim of accelerating the implementation progress of investment projects.

In 2019, Lam Binh’s district competitiveness index (DCI) ranked third among the seven district-level administrative units in Tuyen Quang province with 92.92 points (out of 100).
