Implementing 5 steps to promote and strengthen: Strengthen decentralization and delegation of authority along with resource allocation, promote the implementation responsibility of decentralized levels and branches; enhance publicity, transparency, and simplify administrative procedures associated with data integration, connection and sharing; increase investment in digital infrastructure; enhance dialogue and resolve problems arising during implementation; enhance digital knowledge and skills, develop digital human resources to meet requirements in the new situation.
The Prime Minister also requested ministries, branches and localities to promote the emulation movement to implement digital transformation, especially the provision and use of online public services in agencies, units and cadres, civil servants and public employees; promptly encourage and reward good initiatives, new ways of doing things, and typical advanced examples. Conduct assessments of cadres, civil servants and public employees according to regulations, including the basis on the results of digital transformation implementation, especially the implementation of administrative procedures and the provision of online public services.
