The Urban Management and Environmental Services Joint Stock Company has a contract with the People's Committee of Tuyen Quang City to manage and protect urban trees.
Tan Yen Town (Ham Yen) currently manages nearly 1,000 urban trees. Of which, many new streets, after the policy of upgrading and renovating the pavement and sidewalks, have planted new trees and replaced them synchronously, ensuring urban aesthetics.
Tuyen Quang City is the locality with the largest number of urban trees in the province, nearly 5,000 trees. In recent times, the management and protection of urban trees has been carried out by Tuyen Quang City under a contract with the Urban Management and Environmental Services Joint Stock Company, including pruning, canopy reduction and removal of dead trees and trees at high risk of falling.
The city also requested Hong Thai Primary and Secondary School, Binh Thuan Secondary School, Phan Thiet Secondary School, and the Provincial General Hospital to prune branches, cut the tops and reduce the height of 51 trees in the school grounds and units at high risk of falling during storms.
To manage urban trees, on December 20, 2005, the Ministry of Construction issued Circular No. 20/2005/TT-BXD stipulating: prohibiting arbitrary felling, moving, picking flowers, breaking branches, cutting roots, cutting tops, banding bark, lighting fires, dumping garbage, toxic substances, and construction materials at the base of trees. It is not allowed to arbitrarily build platforms, pedestals around the tree trunks, string wires, hang decorative lights, hammer nails, hang illegal advertising signs on the tree trunks.
The management and protection of urban trees has also been regulated by the Provincial People's Committee since 2012, according to Decision No. 09/2012/QD-UBND. According to this Decision, urban trees must be regularly inspected and strictly protected, especially for trees that need to be preserved, rare trees, and ancient trees. All organizations and individuals are responsible for protecting urban trees, promptly detecting dangerous conditions of trees; reporting organizations and individuals who have acts of vandalism, exploitation, and illegal relocation of trees to the authorities and state management agencies specializing in urban trees for timely prevention and handling according to regulations. This Decision also clearly states: The unit managing trees must follow the decentralization of management responsibilities and contracts, not allowing trees to be damaged, etc.
