At the same time, guide people to ensure their health, especially the elderly, children and the vulnerable, in which people are advised not to use coal stoves to warm themselves in closed rooms to avoid human casualties; grassroots medical forces proactively stock necessary medicines, organize timely medical examination and treatment for people.

The authorities closely monitor, update weather developments and notify and guide people to proactively implement measures to prevent and combat cold for crops, livestock and aquatic products; synchronously deploy measures to prevent and combat hunger, cold and diseases for crops and livestock, in order to minimize damage to production and business, especially agricultural production; proactively develop production plans and crop structures suitable to weather conditions.

Based on the actual situation, the authorities proactively organize specialized working groups to the grassroots to inspect, urge and guide people on measures to prevent and combat cold to ensure appropriateness and effectiveness.
