Specifically, the Ministry of Home Affairs requested localities to develop a project to arrange and streamline the agencies of the Fatherland Front, socio-political organizations and mass associations assigned by the Party and the State after merging and consolidating. This is one of the contents that need to be implemented when implementing Conclusion 127 of the Politburo and the Secretariat.
According to the Ministry of Home Affairs, the implementation of this policy is also based on Decree No. 126 of the Government on the organization, operation and management of associations. The Ministry of Home Affairs requested the People's Committees of provinces and cities to base on the above policy and the guidance of the Vietnam Fatherland Front to coordinate in developing plans and schemes to arrange associations in the localities. The arrangement must be carried out according to authority, ensuring compliance with reality, contributing to streamlining focal points, improving the management and operation efficiency of associations.
On that basis, temporarily suspend the handling of administrative procedures arising after March 1 for associations assigned by the Party and State in localities, awaiting further instructions on the arrangement of the political system apparatus. The project and report will be completed and submitted to the Party Central Committee before April 7.
Thus, it can be seen that with the spirit of "running while queuing", over the past month, the work of arranging and streamlining the political system apparatus has been directed and implemented strongly, resolutely, urgently, achieving important initial results and is continuing to be implemented synchronously from the Central to the local level, especially at the provincial and grassroots levels. Immediately after receiving the official dispatch from the Ministry of Home Affairs, agencies, organizations and units have temporarily not implemented the settlement of regimes and policies for subjects working within the scope of regulation and application of Decree No. 177.
The Politburo also requested that it is necessary to continue to arrange and stabilize the internal apparatus, arrange cadres in agencies and units to ensure stability and uninterrupted operations; it is necessary to improve the level of cadres and civil servants to meet the requirements of the task; do a good job of information and propaganda, politics and ideology, avoid neglecting or neglecting work, and avoid creating complicated ideological problems; promptly and urgently resolve regimes and policies for cadres, civil servants, public employees and workers.
