At the conference, the Standing Board of the Provincial Party Committee focused on discussing the plan to allocate development investment capital (reserve capital in 2022) to implement the National Target Program in new rural construction, allocate the State budget capital plan to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2023.

Secretary of the Provincial Party Committee emphasized that the implementation of target programs must focus on preserving cultural identities, environmental landscapes, and forest resources. The Standing Board of the Provincial Party Committee assigned the Chairman of the Provincial People's Committee to allocate capital in detail but not beyond the level approved by the Provincial People's Council.

Regarding the Regulation on housing support levels for poor households under the National Target Program on Sustainable Poverty Reduction in the province during the period of 2021-2025, the Standing Board of the Provincial Party Committee assigned The Department of Labor, War Invalids and Social Affairs continues to research specific contents and submit them to the Provincial People's Council for approval.

The Standing Board of the Provincial Party Committee, leaders of functional sectors discussed on amending and supplementing the Regulation on decentralization of revenue sources, spending tasks and percentages of revenue distribution among the provincial budget, the district budget, the city budget and the commune budget in the province during the period 2022-2025; the investment policy for the construction project of Tuyen Quang - Phu Tho expressway connecting with Noi Bai - Lao Cai highway; investment policy in the project of conservation and embellishment of the Tan Trao special national relic site; and the project to build Son Duong district to meet new rural standards in the period of 2023-2025.

For the construction of Son Duong district to meet new rural standards in the 2023-2025 period, Secretary of the Provincial Party Committee Chau Van Lam requested the district to set up a steering committee, assign specific tasks to each relevant member with the aim to promote the construction of industrial zones, create more jobs for workers, and specifically review the number of poor households for effective support measures.
