To achieve the goals of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Government has issued a specific Action Program and organized its implementation.

One of the key tasks is to review and remove institutional and policy bottlenecks and barriers in the development of science, technology, innovation, digital transformation and high-quality human resources; perfect legal regulations to ensure a legal corridor for the operation of all sectors and fields in the digital environment. The Government also requires ministries, branches and localities to develop mechanisms, preferential policies and simplify administrative procedures on investment in the fields of science, technology, innovation and digital transformation to attract and effectively use all investment resources... Resolution No. 57 was issued and has pointed out strategic directions considered as a "contract 10" in the field of science and technology. It can be considered as a “Resolution to liberate scientific thinking”, “Resolution of action” with very specific goals, innovation in thinking and working methods, aiming to realize policies in science and technology development, innovation and digital transformation, creating a foundation for strong development of the country in the new era.

To effectively and promptly bring the Resolution into life; all levels, sectors and localities must roll up their sleeves and get to work. Party committees and authorities need to concretize the Resolution with practical plans, considering it a new resource, a new means of production to achieve sustainable development.
