2025 is the year of organizing Party congresses at all levels. In order to successfully organize the Party congresses at all levels for the 2025-2030 term, Party committees at all levels need to quickly perfect the organization, actively implement Resolution No. 18 of the Politburo on streamlining and reorganizing the apparatus of agencies and units in the political system, putting the apparatus into operation, meeting the requirements of the country in the new era. This is also an issue that is receiving high consensus and support from cadres, party members and people, and is also creating a premise for organizational and personnel work at the 14th National Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Discussing in groups at the recent 9th Extraordinary Session, General Secretary To Lam emphasized that in the context of actively implementing Resolution No. 18 of the Politburo on streamlining the apparatus of agencies and units in the political system, Party committees at all levels need to quickly perfect the organization, put the apparatus into operation and continue to streamline the internal apparatus of each agency, unit, and locality.

To serve the revolution of streamlining the apparatus, at this Extraordinary Session, the National Assembly will consider and pass 4 draft laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended) and 5 draft resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the 15th National Assembly term. These are the fundamental laws and resolutions to implement the organization and streamlining of the apparatus, promptly concretizing the policies and resolutions of the Party Central Committee on implementing the organization and streamlining of the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that the agencies, organizations and units after the arrangement and streamlining are truly "upgraded, raised to a higher level, with better quality and higher efficiency".

Therefore, after the meeting, the Party Committees, agencies and units implementing the streamlining must urgently complete and deploy work according to the new model and organization, without interruption or stagnation. Along with that is the urgent development of working regulations or reviewing, supplementing and amending the working regulations of the agency and each affiliated unit in each agency in the spirit of "running while lining up" to ensure the full implementation of new functions and tasks.
