Specifically, Vietnam does not have a general regulation on the Green Classification List in accordance with the classification of economic sectors and international practices, so that credit institutions have a basis for specific assessments of each project in the loan appraisal process, focusing and prioritizing the allocation of reasonable capital sources to finance projects in the green classification list. This will be one of the important tools for promoting and expanding green credit.
To unblock the green credit flow in the coming time, experts say that there needs to be support from the Government through credit guarantees, including green bonds. First, there needs to be financial measures such as tax exemptions and reductions for green projects, providing preferential loans with low or no interest rates for businesses participating in this field. This is a measure that the government can implement immediately to promote environmental protection activities.
In addition, it is necessary to build a clear and transparent legal framework on environmental standards, thereby helping businesses easily comply with and access green capital sources. At the same time, it is necessary to build a roadmap to implement policy mechanisms to support green industries such as taxes, fees, capital, technology, markets, planning, development strategies, etc. of each industry and field in a synchronous manner to attract and promote the effectiveness of green credit capital sources.
Green credit capital will help businesses invest in technology, reduce costs, create environmentally friendly products and services, and contribute to the country's sustainable development. At the same time, when this capital flow is cleared, it will flow more strongly in the economy, reaching more customers, helping to "green" consumer habits and behaviors.
