Thang Quan commune, Yen Son district - one of 10 communes that have registered to meet new-style rural standard this year, is trying to consolidate, maintain and fulfill the planned criteria. Many criteria reviewed from August 2019 have not been achieved, but in the fourth quarter of 2019, the criteria were fundamentally completed, such as income criteria. In August 2019, the income of the people in the commune was only roughly VND 2.75 million per person per month. In order to increase income for people, the commune has arranged a labor structure, changed jobs and created new jobs for workers, especially seasonal workers.

Improving income and reducing poverty are identified by the People's Committee of Minh Dan commune, Ham Yen district as an important factor to improve the quality of life for people living there. Cooperatives actively bring mechanization into production, supply agricultural materials, organize vocational training, create jobs, and reduce poverty. The average income per capita of the commune currently reaches VND 32 million per person per year. Currently, the commune still has 6 uncompleted criteria including environment and food safety, cultural material facilities, schools, residential houses, information, communication and transport; There are still 4 villages without standard cultural houses. The commune is focusing on calling people to donate land to build grounds and sports grounds, and at the same time, call businesses and organizations to support cultural equipment and facilities.
In 2020, the province plans to allocate over VND 378 billion for building new rural areas. Along with the support from the State budget, it is also necessary to take the initiative and allow flexibility for the communes in the plans and also the ones that have no plans to complete and improve the criteria. This effort from localities contributes to raising the number of communes meeting the new rural standards of the province by the end of 2020 to at least 47 communes.
