Leaders taking the lead in resolving difficult issues
Resolution No. 24-NQ/TW, dated August 22, 2026, issued by the Politburo on promoting the pioneering and exemplary role, innovative spirit, and willingness of cadres and Party members to think boldly, act decisively and take responsibility in the new era, emphasises that heads of Party committees, Party organisations, agencies and units must take the lead in undertaking new, difficult, complex and breakthrough tasks. They are also required to stay close to the grassroots, strengthen inspection and supervision, engage in dialogue with subordinates, and promptly address difficulties, obstacles and bottlenecks.
At the fourth meeting of the 14th Party Central Committee, General Secretary and State President To Lam stressed that cadre evaluation must identify genuine ability through actual performance, particularly how officials handle difficult tasks.
Experience from localities shows that long-standing, unresolved issues can be substantially addressed when leaders directly take charge of and organise implementation, proactively review cases, clarify their underlying causes, determine the proper authority and responsibilities, and select appropriate solutions. By closely monitoring progress and persistently tackling each obstacle, they can bring about tangible improvements in public service delivery and people's satisfaction. Rather than waiting for residents to visit government offices to raise their concerns, Party committee leaders, together with key officials and professional staff, go directly to villages and hamlets, visit households and engage in dialogue with residents. This approach creates more favourable conditions for resolving long-standing problems and addressing people's legitimate interests.
This is not only a requirement for leadership and management methods but also directly linked to the goal of Party building and rectification. A clean and strong Party organisation must be built on public trust and the integrity of its cadres. Such trust is not fostered through grand gestures, but through concrete and decisive actions by officials, particularly those at the helm of agencies, units and localities.
