Strengthening the prevention of fraud in cyberspace

TQO - In recent times, ministries, branches and localities have actively implemented many preventive measures and combated crimes of fraud and appropriation of assets using high technology in cyberspace, initially achieving some results. However, the situation of fraud and appropriation of assets is still complicated, with many new and sophisticated methods of operation, causing great damage to people's assets, affecting security and order. To overcome this situation, the Prime Minister has just signed Official Dispatch No. 29/CD-TTg dated April 3, 2025 requesting ministries, branches and localities to continue to strengthen the prevention and handling of activities using high technology in cyberspace to commit fraud and appropriation of assets.

The Prime Minister requested relevant ministries and branches to coordinate to promptly handle cases and incidents showing signs of fraud and appropriation of assets using high technology in cyberspace; Focus on effectively implementing the peak period of attacks and suppression of high-tech crimes, taking advantage of cyberspace to commit crimes; build a database of payment accounts and e-wallets suspected of being involved in illegal activities to promptly warn, prevent, stop and recover assets. Timely detect, block and delete content, websites, links, applications, associations, groups and accounts on cyberspace related to fraudulent activities, calls and messages suspected of fraud, especially calls from abroad, calls using VoIP technology, OTT applications...

The system of commercial banks and payment intermediary service providers urgently checks and verifies biometric authentication of legal representatives for online transactions of business accounts; eliminate accounts that are not in their name and accounts with false information; deploy technical solutions to detect, classify and warn accounts with transactions using IP addresses abroad. Urgently organize the connection of information and data on accounts (individuals, businesses) with the National Population Database to authenticate and prevent crimes.

Telecommunications enterprises shall authenticate, store, use telecommunications subscriber information and handle SIMs with incomplete or inaccurate telecommunications subscriber information according to regulations. Coordinate with the Police to deploy digital solutions for the process of providing subscriber information, domain name owner information, etc. used to commit illegal acts when requested.

Chairmen of the People's Committees of provinces and centrally run cities shall direct functional forces to continue to resolutely, effectively and substantially deploy measures to prevent and combat crimes of fraud and appropriation of property, especially crimes using high technology, taking advantage of cyberspace; strengthen propaganda and dissemination of new methods and tricks of fraud, instruct people on how to identify and skills to prevent fraud using high technology, in cyberspace; help people raise awareness and proactively prevent.
