In the country's development orientation for the period 2021 - 2030, the Resolution of the 13th Party Congress emphasized: "Comprehensive human development and building an advanced Vietnamese culture, rich in national identity so that Truly becoming an endogenous strength, a driving force for national development and national defense; increase investment in cultural career development; build, develop, create the most favorable environment and social conditions to arouse patriotic traditions, national pride, faith, and aspirations to develop a prosperous and happy country; the talent, intelligence, and qualities of Vietnamese people are the most important center, goal, and driving force for development of the country."

To achieve the goal of building a modern Vietnamese people in the spirit of the Resolution of the 13th Party Congress, on September 11, 2023, the Provincial Party Standing Committee issued Directive No. 07-CT/TU on building and develop culture and people of Tuyen Quang to meet the requirements of comprehensive and sustainable development. In particular, the province has chosen the 2024 theme: "Studying and following Ho Chi Minh's ideology and ethics on cultural development, contributing to making Tuyen Quang a well-developed, comprehensive and sustainable province in the future". Through specialized study to enhance the sense of responsibility and the spirit of self-discipline in cultivating, training, studying and following Uncle Ho, the focus is on promoting the revolutionary homeland tradition, cultural values, and strength. Strengthen the people of Tuyen Quang, contributing to building a well-developed, comprehensive and sustainable province in the northern mountainous region.
