By ensuring that the needs of production, purchasing, processing, consumption, export and consumption of people in rural areas are met, it has actively contributed to supporting the growth of GDP in the agricultural sector, increasing export turnover, creating conditions to exploit the potential strengths of the locality, improving the material and spiritual life of the people.
However, in addition to the achieved results, the implementation of credit policies for agricultural and rural development has also encountered some difficulties and obstacles that need to be resolved related to policy mechanisms (on collateral, loan levels, etc.); as well as the practical requirements for expanding the scope of incentives for new subjects in agriculture such as organic and circular agriculture to suit the new development trends of the industry according to the policies and directions of the Government.
To ensure compliance with the current situation and capital needs for agricultural production, the State Bank has proposed to amend the regulations on credit policies for agricultural and rural development of Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government.
Accordingly, through the proposal to increase the level of unsecured loans for some subjects and expand the scope of incentives for new subjects in agriculture such as organic and circular agriculture, it will contribute to implementing solutions to support people and businesses to stabilize their lives and restore production and business activities due to natural disasters, epidemics, fires, etc.
Directing capital flows into the agricultural and rural chain is one of the important contents, contributing to supporting farmers and enterprises in the agricultural and rural areas to promote production and business, joining hands to create a sustainable agricultural development.
