Challenges and opportunities

TQO - Due to the impact of streamlining the apparatus in the political system, it is expected that about 100,000 workers will leave the state sector in the coming period. Of these, many will return to the labor market because they still have the strength and qualifications, but many will face significant challenges in the process of adapting and reorienting their careers.

Therefore, career orientation for these workers is an extremely important issue and is of interest to many people. This is not simply a matter of finding a new job, but also related to issues of support policies, skills training, psychological adaptation and the ability to integrate into the labor market outside the state sector.

According to experts, most public sector workers have administrative and management expertise but lack professional skills suitable for private enterprises. Not only that, this workforce will also lack soft skills, foreign languages, and information technology - important factors in the modern labor market.

Therefore, to be successful in supporting career transition from the public to the private sector, early career orientation and in-depth counseling are needed. The State needs to build a comprehensive legal framework on career transition support; issue policies to support retraining for public sector workers at risk of losing their jobs; develop an employment insurance system; provide preferential loans or support funds to help workers stabilize during the career transition period. Increase investment in skills training, especially digital skills and soft skills; establish an effective coordination mechanism between ministries, sectors, and localities; build an accurate and timely labor market information system.

In addition, the State also needs to develop flexible vocational training programs that are suitable for the needs of the labor market; facilitate workers' access to information on employment and entrepreneurial opportunities, and encourage businesses to participate in the training and recruitment of transitional workers.
