Turning resolutions into immediate action

Addressing the National Conference on disseminating the Resolution of the Party Central Committee's Third Plenum, General Secretary and State President To Lam called for a fundamental shift in the way Party resolutions are implemented, stressing that action must begin immediately after the conference rather than stopping at dissemination and action planning.

Under the new approach, Party committees, government agencies, local authorities and heads of organizations are required to promptly translate the Central Committee's decisions into concrete tasks, action plans and measurable outcomes. Each assignment must clearly define the responsible agency and individual, implementation timeline, authority and expected deliverables, with specific milestones to ensure effective execution.

The message has been widely welcomed by Party members and the public, reflecting a results-oriented leadership approach that meets the demands of the country's new stage of development. More than a year after the implementation of the Resolution of the 14th National Party Congress and the operation of the two-tier local government model, the Party leadership has identified implementation, rather than policymaking, as the primary bottleneck.

The General Secretary's call to "start implementing immediately" signals a shift from process-based administration to results-based governance. By assigning clear responsibilities, deadlines and measurable outputs, the Party aims to ensure that resolutions are translated into tangible outcomes instead of remaining policy documents.

The new implementation approach is expected to enhance accountability, improve the effectiveness of public administration and accelerate socio-economic development, making Party resolutions a genuine driving force for the country's continued growth.
