Building a healthy digital cultural environment
Culture shapes a nation's identity and spiritual strength. As long as culture endures, the nation endures. With its enduring values, culture and people have become the foundation, an important endogenous resource, a powerful driving force, a pillar, and a balancing factor for the country's rapid and sustainable development in the new era.

However, efforts to build and develop Vietnamese culture and people still face shortcomings, limitations, and numerous challenges. At the second meeting reviewing the implementation of the Politburo's Resolution No. 80 on the development of Vietnamese culture and outlining future tasks, General Secretary of the Communist Party of Vietnam To Lam stressed the need to shift from viewing culture as merely one area of development to recognizing it as the spiritual foundation of society. He also called for expanding cultural development from traditional spaces to both physical and digital spaces, and for moving beyond a preservation-centered approach by closely integrating preservation with creativity.
The world is undergoing the formation of a new order marked by unprecedented, rapid, and complex changes, with growing competition among cultures, particularly in terms of values and the influence of cultural industries. Against this backdrop, the country's development in the new era requires breakthrough, strategic, and comprehensive policies to address existing shortcomings, seize emerging opportunities, overcome challenges, and promote cultural development.
The digital space must become a place where Vietnamese culture is present, recognized, appreciated, and widely shared, while also playing an active role in shaping social values. It should bring the national value system, cultural values, family values, and standards of Vietnamese people closer to the public, especially younger generations.
Success should be measured by the recognition, appeal, and influence of Vietnamese cultural values, as well as by positive changes in people's awareness, attitudes, and cultural behavior. At the same time, the cultural industry should become a new driver of economic growth, transforming the nation's cultural strengths into a source of national competitiveness.
To achieve these goals, each locality needs to promptly institutionalize major policies, unlock the creative potential of its people, and develop distinctive cultural products that both preserve traditional values and foster safe, healthy, and culturally rich digital spaces. Such efforts will provide a solid foundation for strengthening and promoting the unique cultural identity of each locality.
