From learning to action
The Resolution of the 14th National Party Congress places continued emphasis on Party building and rectification to strengthen the Party and the political system, ensuring that the Communist Party of Viet Nam truly embodies the ideals of morality and civilization. In this context, studying and following President Ho Chi Minh's thought, morality and lifestyle has been elevated to a new level.
To ensure that the study and practice of Ho Chi Minh's thought are translated into concrete actions and tangible outcomes, General Secretary and State President To Lam signed Directive No. 07-CT/TW, issued by the Politburo on July 13, 2026, on promoting the study and practice of Ho Chi Minh's thought, morality, methods and leadership style in the new stage of national development.
The directive identifies this as a central and long-term task for Party organizations, government agencies and every Party member. It calls for a decisive shift from merely studying to putting into practice, with job performance, work efficiency and public satisfaction serving as the key criteria for evaluation.
The directive emphasizes that following Ho Chi Minh's example should inspire innovation in thinking, improve governance and enhance the quality of public service. Officials and Party members are encouraged to demonstrate initiative, creativity and accountability while upholding professional ethics, workplace discipline and a strong commitment to serving the people. It also calls for an end to bureaucratic practices, avoidance of responsibility and ineffective formalism.
Leaders at all levels are required to set an example in political integrity, moral standards and working style by translating words into action, staying close to the people, understanding their concerns and acting in their best interests. The directive also encourages greater use of digital technologies, artificial intelligence and online platforms in communication, particularly to engage young people, ethnic minority communities and residents in remote areas, while strengthening efforts to safeguard the Party's ideological foundation and counter false and hostile narratives.
Another key requirement is to reform inspection and supervision by focusing on actual implementation and measurable results rather than formal plans or commitments. Party committees at all levels are instructed to develop concrete action programs, integrate practical implementation into regular Party activities and incorporate results into annual evaluations of Party organizations and members.
Through these measures, Directive No. 07-CT/TW aims to build a contingent of capable, responsible and innovative officials while making the practice of Ho Chi Minh's thought, morality and leadership style a driving force for improving governance, strengthening the Party and political system, and supporting the country's rapid and sustainable development.
