Reorganizing educational institutions to better suit local conditions

Following the transition to the two-tier local government model, public educational institutions are being reorganized and merged in line with the Prime Minister’s directives, with the goal of reducing management units by around 30%, streamlining the administrative apparatus, and improving the quality of teaching and learning.

The Prime Minister has recently issued another official dispatch on the reorganization of public preschools, general education schools, continuing education institutions, and vocational education establishments at the provincial and commune levels. Local authorities have been instructed to review and implement the reorganization of public preschool, general, continuing, and vocational education institutions in their localities. Under the plan, each commune-level administrative unit must have at least one preschool and one general education school providing both primary and lower secondary education.

Reorganizing educational institutions under the two-tier local government model is a necessary step toward streamlining the administrative system and enhancing the quality of education. However, the process involves more than simply reducing the number of schools. It must go hand in hand with restructuring the education network, modernizing governance, and ensuring students’ right to education. The reorganization should therefore be carried out cautiously, transparently, and with broad public consensus, creating an opportunity for Vietnam’s education system to enter a more sustainable and modern stage of development.

Accordingly, the Government requires the reorganization to be implemented flexibly, according to an appropriate roadmap, and in line with local conditions. The target is to reduce management units by at least 30%, while localities with favorable conditions are encouraged to achieve reductions of around 50% compared to the number of units as of July 1, 2025. The reorganization must be completed before August 30, 2026.
