VNeID makes land ownership verification easier
Integrating land use rights and ownership certificates for assets attached to land into the VNeID application, replacing paper documents, brings practical benefits to both citizens and society.

The Ministry of Agriculture and Environment has recently issued Decision No. 441, announcing and providing guidance on the connection to and use of data from certificates of land use rights and ownership of assets attached to land (commonly known as red books), with a view to replacing paper documents in administrative procedure dossiers. Under the decision, once certificate data has been fully updated in the National Land Database, the information is eligible for retrieval and use in place of paper documents when processing administrative procedures.
The foremost benefit is greater convenience for citizens. Households and individuals will no longer need to worry about keeping their red books safe like treasured possessions. Instead, they can simply use the VNeID application on their mobile phones to verify their land ownership rights. This approach reduces the risk of loss or damage, as paper certificates can easily be misplaced, torn or destroyed by fire, while their electronic versions on VNeID can be stored securely over the long term. Digital land use rights certificates on VNeID also enhance transparency and prevent forgery, as all digitised data is centrally managed and more difficult to falsify, helping minimise disputes and fraud. In particular, the integration reduces administrative procedures and saves citizens time, travel expenses, printing costs and notarisation fees. This is an important step towards building an integrated citizen data ecosystem connected with other public services, including healthcare, education and banking.
Citizens will gain faster and more equitable access to public services, regardless of where they live. Transparent management of land ownership rights will also increase confidence in property transactions and investment. This policy demonstrates the State's commitment to modernising land management while improving people's quality of life. Having land use rights certificates on VNeID not only makes property management more convenient for citizens but also helps build a transparent, civilised, and sustainably developing society.
