Key laws, resolutions to be adopted on NA extraordinary session's final working day
The 16th National Assembly (NA) convened the final working day of its first extraordinary session on August 24, with a number of important laws and resolutions to be adopted.

Among the laws to be approved will be the revised Law on Grassroots Mediation; the Laws on amendments and supplments to several articles of the Law on Publication and the Law on Vietnamese Guest Workers; the Law on Urban Development, including mechanisms and policies for sea reclamation urban development projects; the Law amending and supplementing certain articles of the Law on the State Bank of Viet Nam, the Law on Anti-money Laundering, and the Law on Credit Institutions; the Law amending and supplementing certain articles of the Law on Architecture; the Law amending and supplementing certain articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions and the Law on Technology Transfer.
The legislature is also expected to pass the Law on amendments and supplements to several laws of 10 laws concerning administrative procedures and business conditions in agriculture and the environment, as well as the Law revising and supplementing Article 6 and Appendix IV on the list of conditional business sectors and lines under the Law on Investment.
It will also approve resolutions on crime prevention and law enforcement, the operation of the People’s Procuracy and People’s Courts, and judgment enforcement; the relocation of three heritage sites for two projects to build roads connecting the Gia Binh International Airport in Bac Ninh province and Ha Noi; investment in the Ring Road No. 5 project in the Hanoi Capital Region; adjustments to the Lao Cai-Ha Noi-Hai Phong railway project; and special mechanisms and policies to address difficulties facing projects serving the APEC Economic Leaders’ Week 2027 in Phu Quoc special zone, An Giang province.
Other resolutions cover special mechanisms for handling legal violations related to the State and private sectors, science and technology, innovation and digital transformation; mechanisms and policies to solve difficulties facing wind and solar power projects; an agreement related to the Ninh Thuan nuclear power project; the separation of the Ninh Thuan nuclear power project into independent projects; and reductions in personal and corporate income taxes.
The National Assembly will also approve the investment policy for the national target programme on socio-cultural social development in rural areas, ethnic minority and mountainous regions for 2026-2035, along with resolutions on the establishment of Quang Ninh and Bac Ninh as centrally-run cities.
On the same day, the legislature will also discuss in groups orientations and policies for the revised Law on Criminal Investigation Agencies.
The closing session is being broadcast live on television and radio.
