Bringing digital services to every citizen

Digital transformation is a major policy of the Party and the State, with Project 06 serving as a flagship initiative and a cornerstone of the national digital transformation agenda. To further expand the practical benefits of Project 06, particularly the use of the VNeID application in daily life, the Police Department for Administrative Management of Social Order (C06) under the Ministry of Public Security has launched the "Digital Summer Campaign with VNeID", aimed at guiding citizens in the digital era and supporting the implementation of Project 06.

The "Digital Summer Campaign with VNeID," carried out in conjunction with the "Digital Literacy for All" initiative, is a timely and practical effort with significant political importance. The campaign calls on public officials and youth union members to become "digital ambassadors" and "digital communicators," providing hands-on guidance to citizens on using VNeID and online public services under the principle of "listening to the people, speaking so the people understand, and acting so the people trust." Volunteer task forces include police officers, Youth Union members, teachers, students, members of Community Digital Technology Teams, grassroots security forces, and representatives of mass organizations.

In Tuyen Quang Province, the campaign is being implemented province-wide from June 15 to August 30, 2026. The provincial Police Department serves as the standing agency responsible for coordinating, guiding, and monitoring the campaign. The Department of Education and Training is tasked with completing the issuance of citizen identification cards and electronic identity accounts for students, while assisting parents in activating VNeID accounts for their children. The Department of Health and the provincial Social Security Agency are promoting the use of electronic health records and the integration of health insurance cards into VNeID. The Department of Agriculture and Environment is responsible for guiding the cleansing and standardization of land database records. The State Bank of Vietnam's Region 4 Branch has instructed credit institutions to accelerate cashless payment services and integrate social security accounts into VNeID. People's Committees at the commune and ward levels are responsible for organizing the campaign launch, establishing volunteer task forces, and coordinating public outreach to help residents use VNeID, online public services, and other digital utilities in their daily lives.

The campaign focuses on raising public awareness and providing guidance on the digital services available through the VNeID application; assisting citizens in activating electronic identity accounts and integrating personal documents; encouraging participation in the "Digital Literacy for All" movement; supporting the verification and standardization of land data; and enhancing public awareness of cybersecurity and online fraud prevention.

With the participation of the entire political system and the active support of local communities, the campaign is expected to improve citizens' ability to access and effectively utilize digital services for administrative procedures, civil transactions, and other essential daily needs. In doing so, it will contribute to building digital government, a digital society, and digitally empowered citizens, while supporting the country's sustainable socio-economic development.
