National target programs drive sustainable development in Tuyen Quang
With the strong engagement of the entire political system and the unity and determination of the people, the implementation of the National Target Programs for the 2021–2025 period in Tuyen Quang Province has recorded significant achievements, serving as a strategic lever for sustainable development and social security.

The border commune of Thang Mo is undergoing a strong transformation. Electricity, roads, schools, health stations and other essential services have now reached even the most remote hamlets. One of the most effective initiatives has been the program on livelihood diversification and poverty reduction models. In 2023, the family of Mua Se Pao in Chang Lo Hamlet was supported with breeding cattle. From an initial three cows, the herd has grown to six, combined with beekeeping and pig raising, enabling the family to escape poverty in 2024.
Similar changes can be seen in Dong Tau Hamlet, Minh Thanh Commune. After more than three years of implementing the National Target Programs, the area has taken on a new appearance. Dilapidated stilt houses have been replaced by solid, well-built homes. According to village head Duong Van Tuan, more than 20 newly built houses valued at over VND 300 million each have been completed, along with five houses supported by the State, eliminating temporary and rundown housing in the village.
Recognizing the implementation of the three National Target Programs - New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic Minority and Mountainous Areas - as a top priority, the province has issued numerous resolutions, plans and projects, and strengthened steering committees from provincial to grassroots levels to ensure unified direction and effective supervision.
During the 2021-2025 period, Tuyen Quang allocated more than VND 17.224 trillion to the programs. After more than three years, the province has achieved notable results, significantly improving living standards and reshaping rural areas. A total of 45 communes have escaped extremely difficult conditions, while the poverty rate among ethnic minority households has fallen by an average of over 5% per year, exceeding targets set by the Prime Minister. More than 4,300 households have received housing support, and over 3,500 households have been assisted with production land and vocational transition.
Forest protection has also been strengthened, with 420,881 hectares of forest contracted for protection and 7,026 tons of rice provided to participating households. In infrastructure development, the province has invested in more than 1,880 projects, built 319 village cultural houses, and constructed or renovated 19 traditional markets, creating favorable conditions for production and trade.
Sustainable poverty reduction policies have supported the development and expansion of over 1,050 livelihood and employment models. The Vietnam Bank for Social Policies has played a key role, providing loans worth more than VND 4.504 trillion to over 94,000 borrowers since 2021, enabling households to invest in production, expand businesses, and increase incomes.
Looking ahead to the 2025-2030 period, Tuyen Quang has set a target of reducing the poverty rate by 3-4% annually. To achieve this, the province will focus on eliminating policy overlaps, promoting suitable crop and livestock conversion, strengthening value chain linkages, encouraging cooperatives and social enterprises, expanding access to concessional credit and insurance, and delivering more targeted, household-based support. These efforts aim to lay a solid foundation for inclusive and sustainable development.
