Two-tier local Government: People-Centered Administration

After more than six months in operation since July 1, 2025, the two-tier local government model in Tuyen Quang Province has gradually affirmed a renewed spirit of service - more proactive, more accountable and closer to the people. The restructuring and streamlining of the administrative apparatus have not only improved governance efficiency but also created fresh momentum for socio-economic development.

Despite significant changes in 2025 due to nationwide administrative reorganization, the province maintained its growth targets. The Provincial People’s Committee directed implementation under the motto: “Discipline and responsibility; proactive and timely action; streamlined and effective operations; acceleration and breakthrough.” As a result, the province’s gross regional domestic product (GRDP) growth is estimated at 8.01 percent, with 19 out of 25 key targets met or exceeded.

Administrative reform and digital transformation have been prioritized, with citizen and business satisfaction serving as a key performance indicator. Major infrastructure projects in transportation, urban development, industrial clusters, and socio-cultural facilities have been launched or completed, reinforcing long-term development goals and strengthening public confidence.

At the grassroots level, the new model has demonstrated tangible impact. In Nam Dan Commune, authorities proactively connected with more than 10 volunteer groups to provide Lunar New Year gifts for poor and near-poor households, mobilized resources to build 1,600 meters of concrete roads, and secured funding for additional classrooms to eliminate satellite school sites in the 2025–2026 academic year. The commune also set specific targets to ensure all disadvantaged households receive Tet gifts and students are provided with warm clothing during winter.

In Lam Binh Commune, leaders have actively studied new production models and community-based tourism initiatives to capitalize on local natural and cultural advantages, aiming to improve livelihoods.

Meanwhile, Hoa An Commune mobilized over VND 380 million in socialized funding to upgrade school infrastructure and equip all 30 villages with computers and printers, promoting digital transformation from the grassroots. The provision of technology has helped village officials manage documents and administrative tasks more effectively.

The experience shows that while the two-tier model brings broader administrative scope and greater responsibilities, it also opens new development opportunities. By staying close to the people and acting in their interest, local authorities have not only streamlined the system but also fostered greater accountability and creativity among grassroots officials - strengthening public trust in a service-oriented administration.
