Tuyen Quang announces the 2025 Public Administration Reform Index
The Provincial People’s Committee has issued a decision approving and announcing the 2025 Public Administration Reform (PAR) Index for provincial departments, agencies, and commune- and ward-level People’s Committees under its authority.

Accordingly, the Department of Justice maintained its leading position with a PAR Index score of 91.21%. It was followed by the Provincial People’s Committee Office with 90.84%, and the Department of Home Affairs ranked third with 90.81%.
For commune-and-ward-level People’s Committees, all of the 10 localities achieved scores above 80%. Quang Binh Commune ranked first with 85.10%, followed by Yen Phu Commune with 85.07% and Du Gia Commune with 84.36%. These localities have focused on strengthening leadership and direction, accelerating administrative procedure reforms, enhancing discipline and order in public service, and improving citizen satisfaction.
At the other end of the ranking, the 10 lowest-ranked communes recorded PAR Index scores below 55%.
Based on the 2025 PAR Index results, the Provincial People’s Committee has requested all departments, agencies, and commune- and ward-level People’s Committees to seriously review their performance, clearly identify the causes of existing shortcomings and limitations, and propose specific and feasible solutions to further promote administrative reform in the coming period.
