Population quality

Throughout the course of development, every stage is driven by a key resource. While competitive advantages in the past were largely based on natural resources, geographical location, or an abundant labor force, today, in the era of the knowledge economy, digital transformation, and innovation, people have become the defining factor. Therefore, the current focus of population policy is to improve population quality - the foundation of human resources and the "core capital" for sustainable development.

Experience has shown that a country with a large population is not necessarily a strong one. By contrast, a nation with a healthy, well-educated workforce equipped with skills and innovative capacity will always enjoy a competitive edge. The strength of an economy lies not in the number of its people, but in the value each individual creates.

For Vietnam, this imperative has become even more pressing as the demographic golden period is gradually narrowing and population ageing is accelerating, while the economy increasingly demands a workforce with higher qualifications, stronger skills, and greater adaptability to advances in science and technology. Unless the country transforms its quantitative demographic advantage into a qualitative one, the demographic dividend will pass without delivering a breakthrough in labor productivity or national competitiveness.

It should be emphasized that population quality is not an isolated issue. Rather, it is the outcome of long-term investment in people - from prenatal healthcare, nutrition, education and training to skills development and the creation of a safe and humane living environment. Every policy in healthcare, education, employment, culture, and social security contributes to shaping the quality of each generation of citizens and ultimately determines the quality of the future workforce.

People are both the ultimate goal and the driving force of development. Therefore, improving population quality must remain at the heart of every development strategy. Every child born healthy and given opportunities to learn, receive proper care, and develop to their full potential today forms the foundation of tomorrow's human resources. Ultimately, investing in population quality is an investment in the future of every locality and in Vietnam's aspiration for rapid, sustainable, and prosperous development.
