Comprehensive review and assessment of officials
Reviewing and restructuring the contingent of officials and civil servants is not only an administrative management requirement but also an important step toward building a streamlined and efficient public service capable of meeting the demands of the new development period. Localities across the country are continuing to review, reorganize and assign officials, civil servants and public employees in line with job requirements, workload and the characteristics of each locality.

Government agencies and local administrations are assessing operational results after one year of implementing the two-tier local government model. Based on these evaluations, they are proactively adjusting assignments and rotating personnel among units with uneven workloads to maximize the effectiveness of the existing workforce. Ministries, sectors and local authorities in provinces and centrally run cities are carrying out the recruitment of public employees, as well as the reception and deployment of personnel, in an open and transparent manner to ensure the selection of qualified and capable candidates who meet job requirements. These efforts are expected to improve the quality of the workforce by placing the right people in the right positions and making the best use of individual capabilities. The restructuring of officials and civil servants will also help concentrate resources on administrative reform and digital transformation.
The review process is intended to be based on objective and transparent criteria, focusing on competence and work performance rather than seniority alone. A comprehensive assessment is required to determine the extent to which each official meets the requirements of their job position. Local authorities should introduce training and retraining policies for officials who remain in service, enabling them to adapt to new demands. At the same time, the rights and benefits of those who are required to leave their positions or be reassigned must be fully safeguarded to minimize social pressure. These efforts should also be accompanied by digital transformation to reduce the demand for administrative manpower while improving the efficiency of public services.
Continuing the review and restructuring of officials and civil servants is a necessary step toward building a modern, streamlined and effective two-tier local government. Beyond organizational reform, the initiative is expected to improve the quality of public services, making them more transparent, professional and responsive to the needs of the people.
