Strengthening the fight against intellectual property infringement

Following the implementation of the Prime Minister’s Official Dispatch No. 38/CD-TTg on intensifying measures to combat and prevent intellectual property (IP) infringement, Tuyen Quang Province has rolled out a range of coordinated market inspection and enforcement activities. These efforts have helped protect the legitimate rights and interests of businesses and consumers while fostering a fair and competitive business environment.

According to a preliminary report on the implementation of Official Dispatch No. 38/CD-TTg, by May 30, 2026, authorities nationwide had detected more than 2,000 cases showing signs of intellectual property violations, imposed administrative fines totaling nearly VND 17.9 billion, and blocked access to 1,073 infringing websites. In Tuyen Quang, enforcement agencies identified and handled 39 violations during the peak campaign, resulting in administrative penalties of VND 457 million.

Intellectual property infringements have become increasingly sophisticated, particularly on digital platforms and e-commerce marketplaces. Counterfeit goods, trademark violations and copyright infringements involving television programs, music, films and digital content continue to pose significant challenges to regulators.

One notable case uncovered in Tuyen Quang involved the sale of 469 counterfeit Samsung Galaxy S23 Ultra smartphones bearing the protected “Samsung” trademark. The counterfeit products were estimated to be worth more than VND 6 billion. Provincial police launched a criminal investigation and continue to expand inquiries into those involved. In addition, market surveillance authorities detected several cases involving counterfeit products carrying well-known brands such as Lacoste, Ray-Ban, Gucci, Dior, Boss and Chanel, with violators being strictly sanctioned in accordance with the law.

In response to these challenges, the provincial People’s Committee established an inter-agency task force and directed departments, sectors and local authorities to strengthen market inspections, enhance monitoring activities and expand public awareness campaigns on intellectual property protection. The Department of Science and Technology continues to assist businesses and cooperatives in registering trademarks and geographical indications, while the Department of Industry and Trade has intensified inspections of high-risk product categories and strengthened oversight of online business activities.

The coordinated implementation of these measures has contributed to improving the effectiveness of intellectual property enforcement across the province. In the coming period, relevant agencies will continue to strengthen cooperation, increase inspections and impose strict penalties on violations in order to protect intellectual assets, support business development and promote sustainable growth in the digital economy.
