National target programs support growth objectives

As the province strives to achieve its ambitious economic growth target for 2026, the National Target Programs (NTPs) continue to serve as a key driver of development. However, the disbursement of allocated funds has remained sluggish due to procedural bottlenecks, institutional constraints, and implementation challenges.

According to official reports, more than VND 2.265 trillion in funding from the three National Target Programs for the 2021–2025 period has been carried forward into 2026. By mid-June, however, only over VND 452 billion had been disbursed, equivalent to 20.5% of the planned allocation. Several localities, including Nam Dan and Tan Long communes, have recorded particularly low disbursement rates due to delays in project adjustments, administrative procedures, local government restructuring, and limited implementation capacity.

In addition to administrative hurdles, shortages and rising prices of construction materials, a lack of qualified personnel at the grassroots level, and officials' growing caution over regulatory compliance have further slowed project implementation.

To address these challenges, the provincial People's Committee has instructed local authorities to remove implementation bottlenecks and expedite the disbursement of funds carried over into 2026. Disbursement performance will serve as a key criterion in evaluating local leaders, while authorities have been directed to strengthen field inspections, monitor progress through an online reporting system, and prioritize funding for essential projects in ethnic minority and mountainous areas. To date, procedural requirements have been completed for the disbursement of 590 completed projects, payments have been made for 383 approved projects, and obstacles affecting 399 ongoing projects are being actively resolved.

Provincial leaders have also pledged to take firm action against contractors that fail to meet construction schedules in accordance with state regulations. By removing long-standing bottlenecks and accelerating fund disbursement, the National Target Programs are expected to stimulate public investment, foster socio-economic development in rural and ethnic minority areas, and make a significant contribution to the province's economic growth targets for 2026 and beyond.
