The “sweet fruit” of secure settlement
In the early days of the new year, joy filled Residential Group 21 of Kim Phu, Minh Xuan Ward, as 40 households finally received their land-use right certificates after many years of waiting. More than a legal document, the long-awaited certificates mark the “sweet fruit” of perseverance, unity among residents, and the renewed, decisive leadership of the two-tier local government under the direct guidance of the Party Committee and People’s Committee of Minh Xuan Ward.

According to Le Quoc Thinh, former Party Cell Secretary and head of Kim Phu Residential Group 21 (before administrative consolidation), the delays stemmed from long-standing historical issues in land management. The residential area was previously part of land managed by the former Forestry and Agriculture Economic–Technical High School. Over the years, inconsistencies in land survey data, changes in administrative boundaries, and difficulties in reaching consensus on financial obligations led to prolonged stagnation in issuing land-use certificates.
A major turning point was achieved through effective mass mobilization, grounded in a solid legal framework. In October 2019, when applications were returned due to unresolved financial obligations, local Party leaders and residential heads proactively studied the Land Law and Government Decree No. 45/2014/ND-CP. Dialogue meetings were held to explain regulations to residents clearly. Once fully informed, households agreed and committed to fulfilling their financial obligations in accordance with State regulations.
Resolving these legal bottlenecks not only safeguarded the lawful rights and interests of residents but also demonstrated the effectiveness of administrative reform, with local leaders directly engaging at the grassroots level. Le Quang Hai, Party Cell Secretary and Head of Residential Group 21, noted that after more than five years of legal research, repeated revisions of documentation, land re-surveys, and numerous dialogues with authorities, the two-tier local government model proved pivotal in eliminating intermediary steps and shortening procedures.
Since July 2025, when the two-tier local government officially came into operation, the Secretary of the Minh Xuan Ward Party Committee has directly instructed the resolution of long-standing land issues. Ward leaders repeatedly visited the site, listened to residents’ concerns, and assigned specific responsibility to professional staff to handle the case. As a result, within just five months, all 40 households received their land-use right certificates.
The shared happiness of “secure settlement” in Kim Phu stands as vivid proof of the soundness and practical effectiveness of the two-tier local government model. It has not only resolved issues that had lingered for decades but also strengthened public trust in the leadership of the Party and grassroots authorities, affirming the commitment to serving the legitimate interests of the people.
